I am not sure if this does the work really, actually i felt it worked for me. I am able to get speeds upto 1mbps, almost above 40kb/s constant in uTorrent.
Since i got good speeds, I beleive BSNL as such from its part doesnot block torrent traffic.
One fact remains same, your torrents speed wont be as good as your broadband 1mbps or 2mbps connection. Its because of the reason that you donot get a public ip on connecting to bsnl evdo and for this reason outside users cannot connect to your pc(inbound torrent connections cannot take place)

Some things u should know before U go for BSNL EvDO

Now for the changes..
Open uTorrent.
Goto –> Options –> Preferences
To the list of menus in left select Bit Torrent
Make sure you have the following options unchecked
Enable DHT Network
Enable DHT for new torrents
Enable Local Peer Discovery
Enable Peer Exchange
Maximum Number of Connections per torrent 25.
Make sure your settings match this screenshot

I aint sure about the first few settings, wat exactly does it do. About the Max. number of connections. The thing behind it is. EvDO connection in bsnl for some reason stops providing data a certain number of connections to it(say 100-150 simultaneous connections), maybe some brute force prevention/firewall. Thats why it would help if you limit uTorrent to eat up only that portion of the limit.

Is there any patch update for windows 7 for increasing the speed of evdo ???
