Reliance not in any near future. Even if they start EvDO, do you think they will offer 2.4mbps ?
Reliance is offering cdma 1x which advertises speeds upto 144kbps(18kb/s) but hardly gives 96kbps(12kb/s). BSNL gives effectively upto 120kbps on its cdma 1x internet (places where evdo towers are not established)
Regarding Wimax and EvDO, we cant clearly say who wins its. Both has its own advantages and disadvantages.
With EvDO(a 3g era developed by QUALCOMM) you can be mobile with broadband at the convenience of your laptop. But its dependant on number of users sharing the bts service in a tower. Speeds vary a lot in it. Thats a disadvantage. You can easily shift the connection from office — > home –> relatives place –> anywhere you feel

Wimax is fixed, it offers a stable speed. You cannot be mobile with Wimax(according to my knowledge). It requires hardware and software installation. Shifting is another headache.
As you see both has its own advantages and disadvantages. Depends on you what you choose.
